NOTICE OF POSITION OPENING:

Wayne County is the most culturally and linguistically diverse county in the State of Michigan. In addition, approximately 65% of the students in Wayne County Schools are classified as economically disadvantaged and are representative of the wide spectrum of demographic diversity. Wayne County Regional Educational Service Agency (WRESA) provides leadership and services to the 33 local school districts and over 100 charter schools that educate over 275,000 students. The successful candidate will work collaboratively to direct activities of the Educational Services department with a focus on achievement for all students in alignment with WRESA’s mission and vision.

The Agency will be considering the following qualifications in order for a candidate to be successful in the position:
 

  • Demonstrated experience in maintaining high standards and expectations for all students, and improving student achievement through building instructional capacity.
  • Demonstrated leadership through an understanding of the work and it’s interaction with the political climate, as well as the ability to make effective and appropriate decisions based on relevant data.
  • Demonstrated ability to mediate and lead in challenging situations, lead and navigate change, possess a strong work ethic, and the ability to direct through mentoring and coaching.
  • Background in the development, implementation, and evaluation of school improvement (including experience with effective school improvement models in low achieving schools), curriculum and instruction, staff development and change and transition strategies.
  • Experience developing and managing budgets, grants, and initiating cost-effective enhancements to delivery of services.
  • Awareness of the Michigan School Funding model and the financial constraints it may impose on districts.
  • Experience working with and understanding equity, race, inclusion and cultural diversity in multiple environments with different contexts, perspectives and needs. 
  • Effectiveness in motivating commitment, collaboration, and consensus among individuals and groups. Positive energy, integrity, and ability to generate trust in relationships with stakeholders and staff.  Ability to work as both a team leader and member.
  • Promotes leadership and models the effective use of instructional technology
  • Demonstrated understanding of a continuous improvement and how it relates to the work of the organization.
  • Strong knowledge base in educational research, instructional theory and practice. 
  • Demonstrated knowledge and understanding of improving learning for all students utilizing an integrated multi-tier approach.
  • Possess the ability to advocate on behalf of the diverse needs of constituents.
  •  Experience and skills in organizational development, consultation, group facilitation and professional learning best practices.
  • Experience with balanced assessment systems and the tools that support these processes.
  • Strength in listening, verbal and written communication, organizational and presentation skills.

 

BROAD FUNCTION:

The Associate Superintendent, Educational Services position will demonstrate proven leadership qualities, human relations skills, and management competencies. Skills in leading, supporting, and leveraging the expertise of a dynamic and diverse staff of professionals are required. The candidate must possess a strong academic background with considerable depth of experience in facilitating learning, ensuring educational equity, equipping instructional staff, and implementing successful strategies to support academic achievement and assessment. Consultative and technical assistance skills in providing support services to clients with diverse needs, developing new programs to meet the diverse needs of constituents and continuously evaluating services are needed.

DUTIES & RESPONSIBILITIES:     
                                      

  • Provide leadership in curriculum, instruction, assessment, school improvement, leadership, culture and climate, early childhood, English learners, school health, career technical education, adult education, career counseling, staff development, state and federal programs, special populations, and technology integration. Directly supervise the directors, managers or other staff that lead the work in those areas.
  • Provide leadership in promoting educational equity to meet the needs of diverse students, staff and communities.
  • Provide leadership, expertise and consultative supports to initiatives, projects and programs at the state policy level.
  • Provide leadership and professional learning opportunities for constituents and partner organizations to build internal capacity.
  • Determine priorities, establish and monitor goals for oneself, the staff and departments supervised.
  • Develop and support cross-organizational projects and collaborative work teams.
  • Serve as an active member of the Superintendent’s cabinet, providing the Superintendent and Administrative Team input regarding matters related to Curriculum, Instruction and Assessment as well as input into organizational strategic thinking.
  • Select, support, supervise, and evaluate staff.
  • Develop, recommend, interpret and implement WRESA policies, practices and positions.
  • Develop and monitor budgets and grants; initiate cost-effective and innovative ways to deliver services in coordination with departmental and organizational priorities while maintaining compliance with funding requirements.
  • Provide leadership to local, regional and statewide and committees, associations and organizations.
  • Provide support to superintendents and other district administrators regarding various instructional implications and program implementation, including leadership to the Wayne County Curriculum Directors.
  • Monitor, interpret and provide recommendations regarding various educational legislative policy to the superintendent’s cabinet and Wayne County in general.
  • Perform other duties as assigned.

QUALIFICATIONS:
 

Education
 

  • Master’s Degree in Education required or related field.
  • Valid Michigan School Administrator Certificate or enrolled in an approved preparation program leading to certification as a school administrator required.
  • Doctorate in Education or related field preferred.

Experience
 

  • Seven (7) years of educational administrative experience required.
  • Pre-K-12 classroom teaching experience preferred.
  • System wide instructional leadership required.
